A English Language test may be required depending on the course you apply for and/or the institution you are applying for. The tests accepted are:

2.Test of English as a Foreign Language internet-based Test (TOEFL iBT)
3. Pearson Test of English Academic (PTE Academic)
The institution(s) require a personal statement to get a clear perspective on the applicant's reasons to study in Australia. It should include the applicant's interests, goals, academic background, progress and reasons for the chosen course. Many institutions provide guides and checklists.
While universities talk about scholarships on their websites or online adverts, they are incredibly competitive and usually only partial. Australia does not offer full scholarships.
If the college /university is offering a partial scholarship this will automatically reflect when you apply and receive an offer.

Genuine Temporary Entrant (GTE)
The GTE is to make sure the applicant is genuine and not applying for an Australian student visa for reasons other than studying in Australia and returning home on completion of their studies.
